The booklet was published in 1948, a pivotal year in Italian history: on 18 April 1948 the first political elections of the Italian Republic took place (the Constitution had come into force on 1 January 1948), which saw the
De Gasperi's Christian Democracy won with 48.5% of the vote, defeating the communist-socialist Popular Front. This statute governed the internal organization of the party that would dominate Italian politics for almost a century.
