The work contains 39 speeches with advice for those who held positions of command, whether civil or military , including: "How much harm and how much benefit suspicion causes; That fear divides the city, most often causes the people not to estimate dangers and sometimes does not receive advice; How unstable the crowd and the plebs are; What things are sought in advice and that it is not good for it to arise from fear, in passionate people; How prudent it is for every potentate not to be led into need of money and how such a disorder can be remedied; Whoever follows ambition often loses his honor and sometimes his life; That soldiers must be trained and that from idleness most often plundering arises; That celerity, the light of the moon, the wind, the quality of weapons, the way of using them, a single voice gives and takes away victories; That severity is necessary and useful to whoever has to govern subjects or manage soldiers. and how harmful is excessive licentiousness and intemperance; Of some considerations that princes or heads of republics must have regarding the government of states; Of how harmful conspiracies are not so much to those against whom they are made as to the conspirators".
