The text consists of 61 articles and lists prohibitions and bans, as well as sanctions for those who violate them. The Pacca Edict of 1820 specifies the rules for the protection of works of art and monuments. These rules are clearly stated: for example, it appoints a supreme authority for protection (the Cardinal Camerlengo), who is supported by a technical advisory body, the Commission of Fine Arts, which in turn is supported by the various territorial authorities.
The letter in question has a scent of Great History when it mentions the duties connected to the decisions taken at the Congress of Vienna, two years earlier: "...When I arrived in Rome, the multiplicity of the affairs of my offices, having in particular to carry out what had been established at the Congress of Vienna regarding the Holy See, made me lose sight of the one with which Your Lordship had entrusted me. Having left the Quirinale in the first days of July, it occurred to me several times to discuss the matter with His Excellency [the Pontiff], but reflecting, after the observations I had made, that He is not too persuaded to accept such dedications, I completely abandoned the thought. (...)".
