Nel manoscritto vengono esposte 6 "quaestiones" relative alle competenze e all'equilibrio dei poteri tra Decurionato, Vescovo, Sindaco, Vicario Generale, Intendenza di Catania. In fine una minuscola scritta: "Vincenzo Scimeca fece"
