Dated September 1, 1928 , the recipient of the letter is not highlighted, where Mussolini writes:
" I approve the conclusions of the attached report. In particular, I approve the reduction of the Superior Council to nine members, the abolition of the Director General, and the other changes and proposals. Entrance to the Planetarium must be free for elementary and middle schools. "
