First published in 1761 and republished in English in 1762, it is a scholarly political and social reflection. It contains thoughts on intolerance, which is sometimes necessary (but the harm is caused by Protestant emigration); on taxes, which are less burdensome than poorly distributed; on the harmful celibacy of priests; on the necessity of sumptuary laws, even if "the luxury that loses a small state enriches a great one"; on dueling, which can lead to the destruction of the human race; on the exemption of fathers from taxes, which would benefit the population. Etc.
